Cabinet rank officials edit

Hello all,

I've added the cabinet-rank officials. The sources are:

1989 Presidency Key - The Cabinet also included the Vice President, the U.S. Trade Representative, and the Director of the Office of Management and Budget.

The President's News Conference - Mr. President, there seems to be some brouhaha about the fact that Bill Bennett's not an actual member of the Cabinet, as are the USTR [U.S. Trade Representative] and the OMB [Office of Management and Budget] Director.
